From Design Review to Shipment: How Dracon Managed a 30m Monopole Project Through to Completion in China

For many buyers, the biggest risk in offshore procurement is not the quotation stage. It is everything that happens after the order is placed: design interpretation, supplier coordination, quality control, documentation, engineering clarifications, compliance checks, inspection scheduling, and final shipment. That is where projects are either protected properly or exposed to unnecessary risk.

On this 30m monopole project for Telecom Niue, Dracon managed the process from technical due diligence through fabrication, inspection, galvanizing, compliance review, and final load-out from China. The result was not just a manufactured tower. It was a controlled, traceable, professionally managed project delivered through a structured quality process.


A project that required more than simple sourcing

This was not a standard buy-and-ship transaction. The project involved a tapered steel monopole system with multiple shaft sections, base flange interfaces, anchor components, climbing and access items, antenna support steelwork, and foundation reinforcement detailing. Each part of the project required technical alignment between design drawings, fabrication outputs, inspection records, and shipping documentation.


For clients managing infrastructure remotely, this is exactly where experienced procurement oversight becomes essential. A supplier may be able to fabricate. But protecting the client’s interests requires much more than fabrication alone. It requires control.


Starting with due diligence and design review

At the beginning of the project, the design documentation had to be reviewed carefully so fabrication could proceed against the correct technical basis. This included the tower drawings, foundation details, component layouts, dimensional references, and interface requirements.


Dracon’s role at this stage was not only to coordinate the supplier, but to understand what the drawings required in practical terms. That meant checking geometry, steel section transitions, flange details, platform and ladder arrangements, and later ensuring those same references were used during inspection and release.


This early-stage discipline is important. Many quality problems do not start in production — they start when drawings are misunderstood, assumptions are made, or fabrication proceeds without proper engineering alignment.

Controlling material compliance before fabrication is trusted

One of the most important parts of any structural steel project is material traceability. It is not enough for a supplier to say the steel is correct. The steel grade, standards, certificates, batch references, and supporting records must all stand up to review.


On this project, Dracon reviewed mill certificates, supporting steel documentation, and internal records to verify that the material package aligned with the project requirements. This included review of structural steel grade documentation, test records, and traceability information linked to the fabricated tower components.

This is a key part of high-level procurement management. Real due diligence is not collecting documents. It is understanding whether those documents genuinely support the product being supplied.


Building the project around inspection and test controls

A professionally managed project should never rely on one final inspection at the end. It should move through planned control points where fabrication, welding, dimensions, coating, and documents are checked before release to the next stage.


That was the approach taken here.

The project was managed through a staged inspection process that included:

• pre-galvanizing quality review

• welding and non-destructive testing controls

• dimensional checks against approved drawings

• galvanizing review and close-out

• final documentation review

• packing and load-out verification before dispatch


This structured approach gives clients far greater certainty. It reduces the chance of late surprises, protects the project timeline, and creates a clearer compliance trail if questions arise later.


Welding quality and NDT were treated as critical, not optional

In tower fabrication, weld quality is one of the highest-risk areas. Problems hidden at this stage can become expensive failures later, especially once galvanizing is complete and visual inspection becomes less meaningful.


For this project, third-party inspection covered the critical welding and NDT stages. Ultrasonic testing was carried out on butt welds, magnetic particle testing was used on specified fillet welds, and the inspection outcome was satisfactory. No defect indications were recorded in the tested weld areas.


That kind of independent verification is extremely important for client confidence. It means structural quality is being checked in a defensible way rather than accepted on appearance or supplier assurance alone.


Dimensional control was tied back to the approved design

Structural steel can look good and still be wrong. That is why dimensional inspection matters just as much as weld quality.


On this project, dimensional inspection included shaft sections, diameters, lengths, base flange details, pre-assembly alignment, bolt-hole fit-up, and overall straightness and deflection checks. The purpose was not just to measure the steel, but to confirm that the fabricated structure still matched the approved design intent and could be assembled correctly.


This is where experienced project control creates real savings. Dimensional errors discovered at site can lead to crane delays, installation problems, extra labour, redesign, or remanufacture. Catching them in China before shipment is one of the clearest ways to protect both budget and programme.


Managing the galvanizing stage as a true quality hold point

Hot-dip galvanizing is often treated casually by inexperienced buyers, but it is one of the most important release points in steel fabrication. Once the structure is galvanized, defects become harder to repair cleanly and more expensive to dispute.

For that reason, the project was controlled carefully before and after galvanizing. Pre-galvanizing checks confirmed the structure was ready to proceed, including weld condition, dimensions, and surface readiness. Post-galvanizing inspection then focused on coating condition, finish quality, and the general acceptance of the completed steelwork.


This stage matters not only because galvanizing protects the steel from corrosion, but because it is often the final point where workmanship issues can be addressed before the product moves into packing and shipment.

Documentation and compliance were reviewed as part of delivery, not afterthoughts


One of the most overlooked areas in international procurement is the final dossier. A project can be physically complete but still commercially weak if the records are incomplete, inconsistent, or difficult for the client to understand.


Dracon placed significant focus on documentation and compliance throughout the project. That included reviewing:

• material certificates

• inspection records

• NDT evidence

• welding-related documents

• dimensional and galvanizing records

• supporting release documents


Just as importantly, Dracon translated these records into practical conclusions for the client. That is a major part of the service value. Clients do not just need files. They need a clear understanding of what those files mean, what has been checked, what remains open, and whether the project is truly ready to move forward.


Engineering coordination remained active throughout the project

A good procurement partner does not disappear once production starts. Engineering questions still arise, and when they do, they need to be handled in a controlled way.


That happened during the foundation reinforcement discussion, where a supplier-side transport issue affected a corner bar detail. Instead of allowing an informal factory change, the matter was treated correctly as a design/detailing revision requiring engineering review and approval.


This is a strong example of professional project discipline. Dracon’s role was to keep the process controlled, communicate clearly with the client, coordinate with the supplier’s engineer, and ensure no structural revision proceeded without the proper review path.


That protects the client from one of the most common risks in overseas manufacturing: undocumented changes made for convenience at shop-floor level.

Final packing and load-out were verified before shipment

The project did not stop at fabrication completion. The final shipment stage was also checked.


Packing lists were reviewed against the project content so the client had visibility over the major shipment groups, including shaft sections, platform items, access components, accessories, anchor elements, and bolt packages. This helped reduce the risk of missing items or unclear package traceability.


A final third-party load-out inspection then documented that the shipment items were packed, loaded, and recorded at dispatch from China. This final control point is often overlooked, but it is extremely valuable. It gives the client confirmation that the project did not simply reach “factory complete” status — it reached documented export dispatch under supervision.
