Many Kiwis view Chinese-made or built as inferior to anything our builders can knock up. That bias looks naive when you consider the leaky-buildings and shoddy Christchurch quake repair problems. Protective local-industry chatter is that it is cheap labour and how can the current political environment tolerate it? It would be wise for the Government to have a close look at it, not to shut it down but with an eye to the pending Kiwi Build promises of a 100,000 affordable homes. These imported workers will be well honed in the fit-out of this five-star hotel because they will be using standardised pre-fabricated products and installation techniques. They will deliver a high-quality product in way less time than a bunch of locals. The Chinese will move like a Formula One pit crew because they are well practised in this style of fit-out. They will work long and hard to get it done for much less cost. The big learning for lowering the cost of residential building is standardisation. Kiwi Build is planning to deliver 16,000 houses in the next three years over and above the current level of activity and the only way they can get close to that is in honing local building crews' speed by standardising design and installation to drive down cost and complexity. Cost is not just building material but delays and slow-moving, bespoke, one-off design. We are so customised we need to reinvent the wheel for almost every house built. Most houses require a site measurement for the likes of windows, bathroom and kitchen fit-out. Standardised design gets rid of this costly bottleneck. You make off the plan and schedule installation with much more certainty. Builders or installers get faster and better at doing the same thing over and over. The process becomes supported by clever software that records the quality, warranties and maintenance over the life cycle of the house. In New Zealand we already prefabricate the likes of frame and truss, windows, kitchens and bathrooms. The problem is we make a lot of one-offs. But analysts doubt the sharp gains in prices of the raw materials will be sustained as the steel production cuts could dent demand. “The market is still driven by production cuts amid Beijing’s push to fight smog as we see some cities have implemented output curbs one month ahead of the plan,” said Yu Yang, analyst at Shenyin &amp; Wanguo Futures in Shanghai. “So when steel prices rise, mills have bumper profits and this has driven up raw materials too.” China’s top steelmaking city of Tangshan became the latest to enforce production cuts this month, ahead of the previous deadline of Nov. 15, when winter heating systems in China are switched on. Tangshan ordered its steel mills to halve sintering output by 50 percent from Thursday. The most-active rebar on the Shanghai Futures Exchange closed up 6.6 percent at 3,815 yuan ($580) a tonne, adding to Thursday’s 2.8-percent spike. The steel production cuts mostly cover China’s northern cities, and mills in other areas “are going to have to increase utilisation and output to meet overall demand in the country”, said ANZ commodity strategist Daniel Hynes. The most-traded iron ore contract on the Dalian Commodity Exchange rose 5.1 percent to 455.50 yuan per tonne. Coking coal jumped by its 8-percent upside limit, before closing 7.5-percent higher at 1,196.50 yuan a tonne. Coke climbed 5.1 percent to 1,890 yuan. “I‘m not sure if the rally can be sustained,” said Yu at Shenyin &amp; Wanguo Futures. “Steel mills cut production, which means appetite for coking coal and coke will also drop. We can’t rule out the possibility that coking coal and coke might drop again.” China’s iron ore imports rose 11 percent in September from a year ago to a record 103 million tonnes. We've been talking with Bert and the liquidators and want to ensure no local firms are out of pocket,&quot; Henderson said.</div><div>Sources said Challenge Steel's problems may have arisen from penalty payments after incorrect steel was imported for some bracing elements in the Novotel hotel at Christchurch International Airport, developed by Fletcher Construction.</div><div>Govan said the decision to place Challenge Steel into voluntary liquidation was extremely difficult and one of the hardest decisions he had needed to make.&quot;The understanding of the suppliers and customers that has been shown since Monday has been humbling and appreciated,&quot; he said.&quot;We have other business and community interests and the understanding in those organisations has also been very much appreciated.&quot;It was important to us that we told staff and as many people as possible as we wanted to front up and to also personally apologise for this being the only responsible path forward.&quot;Govan said Challenge Steel was a &quot;small company with potentially a big future&quot;. &quot;It has felt like a David and Goliath battle at times trying to break into the highly competitive construction sector.&quot;There will be debate and discussion about the reasons for the liquidation but today is not the day.&quot;He said he would be disappointed if the company's liquidation spelled the end of greater competition in the supply chain for New Zealand's construction and infrastructure industries.&quot;We want to say how sorry we are for this situation,&quot; Govan said.The company entered the market in 2016 promising to reduce prices in the construction sector. But standing still could be the undoing of us.Even if you visit China several times a year, you can be staggered by the changes between trips. New airports spring up seemingly overnight, new bullet trains connect the country’s booming cities thousands of kilometres apart and more ring roads circle the big cities. From Beijing and Shanghai to Guangzhou and Chongqing, people from every corner of the world are there to sell something or buy something. From traders and businesspeople right through to prime ministers and presidents, all are beating a path to make known their interest in trade and investment.And just as China has transformed, so have New Zealanders’ attitudes towards this vast and fascinating country. When I first visited China as Foreign Minister in 1991, all the New Zealand media wanted to know was what was I going to say about Taiwan and Tibet. These two issues dominated then in the same way trade dominates today. </div><img src="https://static.wixstatic.com/media/450be5_aceb7a98eb4744c68893b8af86be9e75~mv2.jpg"/><div>Of course, New Zealand and China will never see eye to eye on everything. When I was Foreign Minister, I put in place, with the agreement of the Chinese authorities, annual discussions specifically about human rights, and these talks continue today. It is important we maintain our ability and willingness to assert our position when the need arises. This has been the pattern of New Zealand’s relations with global superpowers for the past generation.The attention afforded to China is to be expected given the huge global trade and investment figures emerging from its economy. Our two-way trade has soared from about $8 billion in 2007 to more than $20 billion today, and the upward trend continues.As China’s global economic significance rises, its international influence grows. Some commentators like to compare 21st-century China to the UK in the 19th century and the US in the 20th. Yes, there are similarities: countries that become wealthy often spread their influence for strategic purposes or by following their investments. But there is a difference – the British Empire expanded with the motive of economic gain. The US extended its reach in large part for geopolitical influence.China’s expansion is based on the need for raw materials and food as it seeks to feed and lift its 1.5 billion-strong population out of poverty. Hence, it is investing heavily in places with large agricultural and resource bases, such as in South America, Australia, Southeast Asia and Africa – and also here in New Zealand.Enormous contrastBut to get a true sense of scale, let’s look more closely at the figures: China is our No 1 trading partner, whereas we are China’s 43rd. We get 20% of our imports from the Chinese; they get 0.5% from us. They provide 1.1% of our foreign investment and we provide 0.1% of theirs. They supply 33% of our foreign students and we make up 0.5% of theirs. They are 35% of our tourists and we are 0.3% of theirs.Infrastructure also gives us a sense of just how tiny we are compared with China. Auckland’s Waterview Tunnel opened here this month to great excitement; it’s 2.4km long. Meanwhile, China is planning an undersea tunnel connecting the island of Hainan to the mainland whose length will be at least 120km. Also on the drawing board is a tunnel under Mt Everest linking Lhasa in Tibet and Kathmandu in Nepal.These comparisons highlight the wealth and tremendous spread of China’s interests and, conversely, the number of countries beating a path to its door. They also underscore just how intense the competition is facing New Zealand.It’s easy to talk about the special relationship we have with China. It’s true we have had some notable successes, such as being the first Western nation it signed a free-trade deal with. But as with all relationships, what you are doing tomorrow is more important than what you did yesterday.Of course, diplomacy can go only so far in forging relationships between nations. True and resilient bonds are forged between ordinary citizens face to face, kanohi ki te kanohi. We’re at the pivot point where we must move beyond trade and diplomacy to drive the relationship forward.What needs to be doneWe should regard education, tourism and immigration as three human pillars on which we will build the next phase of the relationship.Every Chinese student who chooses to be educated here invariably creates another ambassador for us. The number of Chinese students in the US, the UK and other English-speaking countries dwarfs the figure here, so we must ensure the experience they have in New Zealand is world-class. Also, we are far too light on the number of Kiwi secondary school kids learning Mandarin.The same goes for Chinese tourists, who are undeniably from a different culture than tourists from Australia, Europe or North America. Our tourism sector can and should become far more China-literate, in everything from culturally appropriate food and accommodation to e-commerce and social media.We can also do more to make families who migrate from China to New Zealand feel welcome and valued. Their children will go through our education system, become All Blacks supporters, talk like Kiwis and think like Kiwis. They will be able to penetrate the Chinese markets with all the familiarity of my grandparents’ generation feeling comfortable in the UK.We can never close ourselves off from the enormous impact China is having on us now and will have on us in the future. For the sake of our children and future generations, we must know China more comprehensively and show its leaders and people how much we value our relationship.Sir Don McKinnon is chairman of the New Zealand China Council. Sales of electrics and gasoline-electric hybrids rose 50 percent over 2015 to 336,000 vehicles, or 40 percent of global demand. U.S. sales totaled 159,620.</div><div>The reports of Xin's comments in the eastern city of Tianjin gave no other details about electric car policy but cited him as saying Beijing plans to &quot;elevate new energy vehicles to a new strategic level.&quot;</div><div>Beijing has supported electric development with billions of dollars in research subsidies and incentives to buyers, but is switching to a quota system that will shift the financial burden to automakers.</div><div>Under the proposed quotas, electric and hybrid gasoline-electric vehicles would have to make up 8 percent of each automaker's output next year, 10 percent in 2019 and 12 percent in 2020. Automakers that fail to meet their target could buy credits from competitors that have a surplus.</div><div>Beijing has ordered state-owned Chinese power companies to speed up installation of charging stations to increase the appeal of electrics.</div><div>Chinese automaker BYD Auto, a unit of battery maker BYD Ltd., is the world's biggest electric vehicle maker by number of units sold. GDP growth has averaged nearly 10 percent a year—the fastest sustained expansion by a major economy in history—and has lifted more than 800 million people out of poverty. China reached all the Millennium Development Goals (MDGs) by 2015 and made a major contribution to the achievement of the MDGs globally. Although China’s GDP growth has gradually showed since 2012, it is still impressive by current global standards.</div><div>With a population of 1.3 billion, China is the second largest economy and is increasingly playing an important and influential role in development and in the global economy. China has been the largest contributor to world growth since the global financial crisis of 2008.</div><div>Yet China remains a developing country (its per capita income is still a fraction of that in advanced countries) and its market reforms are incomplete. According to China’s current poverty standard (per capita rural net income of RMB 2,300 per year in 2010 constant prices), there were 55 million poor in rural areas in 2015. </div><div>Rapid economic ascendance has brought on many challenges as well, including high inequality; rapid urbanization; challenges to environmental sustainability; and external imbalances. China also faces demographic pressures related to an aging population and the internal migration of labor.</div><div>Significant policy adjustments are required in order for China’s growth to be sustainable. Experience shows that transitioning from middle-income to high-income status can be more difficult than moving up from low to middle income.</div><div>China’s 12th Five-Year Plan (2011-2015) and the newly approved 13th Five-Year Plan (2016-2020) forcefully address these issues. They highlight the development of services and measures to address environmental and social imbalances, setting targets to reduce pollution, to increase energy efficiency, to improve access to education and healthcare, and to expand social protection. (Xinhua/Pang Xinglei)</a></div><div>BEIJING, March 5 (Xinhua) -- Numerical targets to reduce coal and steel production capacity have, for the first time, been set in the annual Chinese government work report.</div><div>China will reduce steel production capacity this year by around 50 million metric tons and shut down at least 150 million metric tons of coal production facilities, Premier Li Keqiang said Sunday in a government work report to the fifth session of the 12th National People's Congress.</div><div>Last year's government work report promised capacity-cutting in the two industries, but did not specify targets.</div><div>In 2016, the country reduced coal capacity by 290 million metric tons and steel capacity by 65 million metric tons for steel, said the premier.</div><div>Continued capacity reduction is in line with market expectations.</div><div>DIFFICULT CUTS</div><div>China is the world's largest producer and consumer of steel and coal, but gluts can have implications such as depressed commodity and materials prices, reduced profits of debt-ridden firms, and increased non-performing loans that jeopardize financial stability.</div><div>While capacity cuts are necessary and have long-term benefits for the economy, the process has not been without challenges.</div><div>Capital-intensive industries present potential investment, taxation and jobs for local governments, which in at least two cases broke capacity-cutting rules set by the central government.</div><div>Huada Steel in eastern China's Jiangsu Province and Anfeng Steel in northern China's Hebei Province were identified by authorities in December for violating capacity reduction efforts in the sector with &quot;extremely bad influence.&quot;</div><div>Thanks in part to the efforts, China's broader economic growth has showed increasing signs of stabilizing since the latter half of last year, with indicators such as factory prices and industrial profits seeing significant improvements.</div><div>&quot;Overall, the negative impact on growth and employment is manageable,&quot; wrote UBS economist Wang Tao in a note on excess capacity.</div><div>ZOMBIE ENTERPRISES NEXT</div><div>One key initiative in excess capacity reductions is to shut down &quot;zombie companies,&quot; which are loss-making, debt-laden, and dependent on government subsidies or bank loans.</div><div>&quot;We will strictly enforce all laws, regulations and standards on environmental protection, energy consumption, quality, and safety and make more use of market- and law-based methods as we work to address the problems of 'zombie enterprises',&quot; said the premier in the government work report.</div><div>For workers laid off because of capacity cuts, the central and local governments will allocate special funds and take measures to ensure they find new jobs, Li said.</div></div>]]></content:encoded></item><item><title>Future Energy: China leads world in solar power production</title><description><![CDATA[Ten years ago, Geof Moser had just graduated with a master's degree in solar energy from Arizona State University - but he didn't feel much opportunity lay at his feet in his home country.So he headed for China."The solar industry was fairly small and there weren't a lot of jobs," he remembers. Alex Shoer, of Seeder, helped to launch a business that brings solar panels to the roofs of buildings within the country.</div><div>He deals with foreign businesses who, say, want to make their Beijing office a little greener. The firm says it has so far erected three megawatts' worth of solar installations, with another 28 megawatts on the way for various clients.</div><div>&quot;We will source the capital to finance, pay for the whole project and then sell the power at a discount,&quot; Shoer says. Again, the model relies on sourcing the right parts at a favourable cost.</div><div>These kind of installations are known as &quot;distributed generation&quot; projects, in which electricity is produced on a small scale, at or very near to a specific point of consumption.</div><div>Within China, distributed generation is growing at an extraordinary rate, driven in large part by farmers who use the panels to power agricultural equipment that might not be connected to the grid.</div><div>China's mega projects have become possible thanks to the rapidly falling cost of solar cells</div><div>Shoer comments that he was attracted by Beijing's commitment to the solar industry. For years it has encouraged local authorities to do what they can to boostproduction, research and development.</div><div>Renewables growth</div><div>China's rapid expansion of renewable energy facilities has since caught headlines around the world.</div><div>According to the International Energy Agency (IEA), the country installed more than 34 gigawatts of solar capacity in 2016 - more than double the figure for the US and nearly half of the total added capacity worldwide that year.</div><div>Early figures for 2017 show China has added another eight gigawatts in the first quarter alone.</div><div>&quot;It's a huge market,&quot; says Heymi Bahar at the IEA. Most of the world's solar cells are made in China and Taiwan, he adds - more than 60%.</div><div>The impressive scale doesn't stop there. The largest solar farm in the world - Longyangxia Dam Solar Park, all 30sq km of it - is a Chinese project. And the country recently opened the world's largest floating solar farm, in Huainan, Anhui Province</div><div>China has the world's largest floating solar power plant</div><div>It has been constructed over an old coal mine, which over the years had filled with rainwater. Sungrow, the Chinese firm that designed the solar plant, says its system automatically monitors current and voltage generated by the cells, along with humidity, which can affect their efficiency.</div><div>Because of the abundant water nearby, cleaning the panels - an endless task for solar farmers - will be easier, according to those behind the facility.</div><div>These mega projects have become possible, and indeed more common, thanks to the rapidly falling cost of solar cells.</div><div>&quot;What we were all hoping for 20 years ago when the idea of cheap solar was just a dream, was that someone would come into this on an industrial scale and drive down the cost,&quot; recalls Charles Donovan, at Imperial College Business School.</div><div>&quot;That is exactly what China has done.&quot;</div><div>IDespite China's impressive progress, only 1% of its power comes from solar energy</div><div>But today, solar energy production accounts for just 1% of China's total energy demand. A huge 66% of demand still comes from coal, something that the country's National Energy Administration wants to change drastically by 2050 - not least because of China's well-known air pollution problems.</div><div>But by that key date of 2050, a very different mix of energies could be powering China, should some projections become reality. One government report even suggested that renewables could supply 86% of the country's energy needs, with solar providing around a third of that.</div><div>Can China do it? According to one expert observer, the answer is, &quot;maybe&quot;.</div><div>&quot;What China is trying to do is rationalise a very large, fast growing system,&quot; explains Jeffrey Ball at Stanford University's Steyer-Taylor Center for Energy Policy and Finance. Ball is the lead author of a recent report that details China's success as an innovator in the solar panel industry.</div><div>Lofty ambitions</div><div>But as Ball points out, the revolution has not been without teething issues. For one thing, Chinese subsidies, which some argue are unsustainable, have not always been smoothly administered. The &quot;feed-in tariff&quot;, for example, often offered to solar companies that generate electricity, has sometimes been paid late.</div><div>&quot;The government is often a year or more late in delivering that revenue - that wreaks havoc with the financials on a project,&quot; says Ball.</div><div>China has recently cut the value of the subsidies it gives to solar power producers</div><div>The value of subsidies has recently been cut, too. What's more, China's large solar farms are largely in less densely populated areas in the west of the country, far from population centres like Beijing or Shanghai, in the east.</div><div>Building extra grid capacity to transfer it is time-consuming and expensive. This leads to a problem known as curtailment - a solar farm produces, say, 20 megawatts of electricity but can only find buyers for 15 megawatts.</div><div>More from Future Energy</div><div>Will buses be run on coffee?</div><div>&quot;Depending on who you talk to in the provinces that have by far the largest amount of solar production, curtailment rates are 30% and in some cases significantly higher than 30% - that's extraordinary and that's a real problem,&quot; explains Ball.</div><div>Whether China can achieve its lofty ambitions for renewable energy remains to be seen - but it has certainly proved its ability to foster a world-leading solar industry. For US entrepreneurs like Geof Moser, that's enough to propel his own business towards further growth for now.</div><div>&quot;The reality is that renewable energy is very cheap - especially solar energy,&quot; he says. &quot;And the reason is China.</div></div>]]></content:encoded></item></channel></rss>
